The sociologist of art looks into how the municipal architectural complex was and is looked upon. It was supposed to be, in its conception, the city authorities' answer to the housing needs of a wide section of the population of Vienna in the 1920's. An interesting analysis of the changing judgments with the passage of time on this architecture shows at the same time the political and social conditioning of popular architecture.
